You have to get it …
You have to get it as tight as possible when you glue it on. Then spray it with a little water. When it dries it should tighten up. The dope also will tighten the tissue a bit. Just be careful with the more delicate parts like the tail. If you shrink the tissue more on one side than the other it will cause the piece to warp.

As for your materials question, I've never been to a Hobbyloby myself (they're not in my area), but any hobby shop that sells the model kits should have balsa sticks and sheets as well as other building materials.
