If you find a plane labeled RTF (Ready to Fly) then it will have virtually everything you need. The more "serious" you are in the hobby, the less likely you are to find suck packages. In this case, the description doesn't appear to mention a transmitter or receiver, so I suspect you need to buy those separately.
I found the following review of your model online:

There is a paragraph in there with all that you need to finish it. He doesn't mention a good charger. Since I don't do LiPo yet, I can't recommend the right charger for you, but you'll definitely need one.
That's an ambitious first plane! Have fun!

RTF rc electric planes come with everything you need to charge and go flying.
If you're looking for an RTF plane then consider one of the new ultra-high power to weight stunt planes. For an outlay of about $130 you get everything you need including 4-channel remote control. http://www.review-a-gadget.com/Gee-Bee-3D-RC-RTF-ParkFlyer-4-CH-Plane-Review.php
